Monsignor needs to go to a few dealing with troubled children seminars. Help children learn to obey rules by making rules clear and having consequences and rewards for behavior.
Some kids have to learn life's lessons the hard way. A semi-shunning approach only teaches the child to expect rejection from a critical organization that is supposed to help him learn morality.
He's a child. Not a twenty year old hardened criminal. Let him learn a lesson rather than reject him.
Let him learn that he can make amends for something he has done wrong and gradually earn some priveleges back. Welcome him to the fold, having earned forgiveness rather than make him an outcast.
